why would steven being in a dress make the people in beach city laugh?
like firstly he fuckin' rocked it
secondly they're at a weird concerty thing where everyone is going up to do things for the enjoyment of everyone else. kiki and nanafua pretended to be a ventriloquist and a dummy. steven said one year he just did an act completely naked. the last time we saw beachapalooza, he sung about watching an alternate universe self commit suicide.
like this is completely what people would expect, at minimum.
if you want to really get into it, steven universe is a show about being kind and loving, and accepting people for who they are. people laughing at steven would, at best, be completely out of character for the show, and at worst kind of taint the entire message.
so yeah no even if it was in the middle i doubt they would have laughed. even if it was at the start, and was a framing scene, the episode would have ended up being about steven getting obsessed with the dress or something and not public ridicule.

And keep in mind, the point of the episode was to do something because YOU want to, not because others expect you to. Sadie was embarrassed at first, but the reason she withdrew was because it was no longer what she wanted to do. She wasn't being pushed into taking a chance at a hobby anymore. She was pushed into doing it because other people wanted to help her and make the decisions for her.
I think the episode suffered from pacing/too much stuff to process issues. The main problem of the episode being Sadie's relationship with her mom and Steven's learning to not be so pushy with people kinda gets glossed over and we don't see any real resolution. How is Steven going to grow from this point and how has it affected his relationship with Sadie? Is this going to affect his relationship with the gems aswell? It just kinda leaves a lot of things up in the air.
Also, I feel the whole dress thing was less "the town accepting Steven for wearing a dress" and more "the town accepting Steven for being Steven. If you pay attention Gunga/Nanafua (at least I think it was her) mentions expecting the whole time that Steven would be the secret final act. That really plays into people just expecting the unexpected when it comes to Steven at Beachapalooza.
The focus shouldn't be on Steven in a dress anyway, it wasn't about either appealing to or mocking crossdressers, it was about Steven going up there so that the people wouldn't be disappointed AND Sadie wouldn't have to do something she didn't want to do. It was played as lighthearted but still pretty meaningful. There is really nothing else to it.
I agree that the ending wasn't exactly the greatest of resolutions. But, whatever, if it didn't have anything left to flesh out then we can assume the best of it. How exactly it will affect future episodes, if even at all, I don't know and I don't really care, not like every episode has to go that deep.

So what is Steven Universe and why is it so popular? I've been seeing it EVERYWHERE, but I'm not inclined to watch it to find out what's supposedly so great about it.

Omg I can't stop thinking of how cute small peridot is!! She's so tiny and it's adorable to see her act so confused about basic stuff.
