Chris is really naive and has had practically zero social interaction. Pretty much everything he knows about anything comes from TV. At one point he suggested that Nintendo make a Pokemon game that was basically the card game from Yu-Gi-Oh, holograms and all. He thinks claiming to have kind and supportive friends (which don't exist) is a legitimate threat. So yeah, he thought doing a Dramatic No in public would make sense to everyone else. It made sense to him, and everyone in fiction did it, so of course everyone in reality would do it. It's a combination of his lack of empathy and general stupidity.
