Yeah, Ness is the better one of the two, with good aerial moves, a killing throw, the best dashgrab and a neat meteor. However, on the ground he is lacking and some characters' range shuts him down outright, even in the air. His PK thunder isn't the best recovery either, considering you can just destroy the ball by jumping into it.

Lucas has a slow grab, pathetic range/priority on a lot of moves, a recovery that can bring him back from pretty much any distance but is awfully easy to read and punish. PK fire, his main projectile, comes out pretty slow... I could probably come up with more. Both Ness and Lucas have some tools they can use effectively, but they're still stuck in the bottom half of the game's roster.

Oh and while Ness' back throw is amazing it definitely does NOT kill things at 100%. Try it at 120%, earliest.

I never use any of the good moves while playing Lucas (who's my main). Usually I just use that PK Love-ish move, over and over and over. But I do try to use PK Fire and Thunder a lot, as well as PSI Magnet. When I'm playing as Ness, my first priority is to PK Flash someone immediately. Yeah, I'm not really an advanced player.

I've never personally had a problem with range that forward a in the air didn't fix, since his psi attack sparkle crap isn't actually part of him and hits several times it's usually safe. His recovery is easily shut down, but if you use it far enough down where they can't safely deny it and you can still get back on the ledge you'll be fine.

Lucas's throws suck, but a lot of characters have bad throws, they don't do damage and they don't send people very far so I just don't use them. Projectiles I only use when people are being defensive, if they aren't charging at me head on, I'll stay back and make them come to me and use his taps, they're all really quick, and do the same sparkly hit box shit that ness can do, so they usually don't get shut down/at least parry.

While it may effect tier lists, that's only with marth, and saying a character is worse because abuse of a glitch is kinda silly to me.

Depends on the character/stage, lighter characters on battlefield(what I usually play on) can kill at 90 or so.

Ness' forward aerial is one of his best moves. It actually has range and priority and stays out long. That's one plus for him.

Lucas' throws don't necessarily suck, down throw is pretty neat for the things you can do with it and forward and back throws are okay. It's the grab itself, which is both slow on startup and laggy at the end if you happen to miss.(Don't!)

Are you talking about tilts here? Lucas' side tilt is pretty fast and like you said it has a disjointed hitbox, but it still doesn't reach very far, likewise for his forward smash. Up tilt is one of his better moves because of its priority. Down tilt is just a bad choice most of the time, unless you're trying to trip the foe or set up a lock. Down smash is slower than forward smash but goes through platforms (I tend to borderline-spam this because of it) and up smash is only going to hit through godlike baiting or other such mindgames. When it does and the foe has 80% or more, say goodbye to a stock.

That's true, the lighter characters could get KO'd depending on terrain. Still, I was trying to take the average weight along with Directional Influence into account.

Tilts, that's the term, I totally blanked on that.
His neutral air A is also really good just for moving about safely if you're facing a good air character.

Sorry to burst your bubble, but out of those choices, only Quote seems remotely possible. Only characters that have been with Sonic since the beginning would ever get in, so no Espio. Generic enemies would never get in, so no Dry Bones. Only major Pokemon like Zoroark would get in as a Pokemon character, so no Bisharp. Rayman...eh, he does have a chance, but I'm not that sure Ubisoft would let him in so easily.
