Ike is 'overpowered' because his attacks have poweful knockback even at low percents and do considerable damage. However, he's slow and predictable to counter as a result. I think he actually ranks in the middle of the 'tiers' for Brawl.

EDIT: He's ranked 25th out of 38 (38 being the lowest). So there you go.
