Depends. Do you want to design the characters itself, i.e. the concept art or do you want to bring them into the game?
For the first you only need to be able to draw really well, for the second you'll need to know 3D modelling or how to make sprites.

Re: video games
It seems like you're looking for a position as a concept artist? Unfortunately, it's a very difficult position to get. Like d-vid said, you'll need to be very good at art. It would also help a bunch if you had something out there that would impress companies, like a comic or your own amateur game. If you have a comic with well-designed characters and backgrounds, then it shows companies you can do the job.
It'll also help if you're familiar with the modeling software used. You can't just enter the industry at a position as prestigious as designer. You'll need to start as either a programmer or a lower level of artist and work your way up.
Load up on art classes and take programming if it's available to you. In college, go for classes related to digital art with a minor in programming if you can get it.

Since this is garbled English, please refer to the brutal attack of confusion.

Or if you live in Florida, Full Sail is great, apparently.
I think you can even take the classes online, so you don't even need to live in Florida.
