Prep is a shortening of "preparatory school student," aka someone bright and usually middle class who can afford to go to one even though the term is used pretty much to exclusion by angry public school teenagers who need something essentially imaginary to hate in their classmates.

Preps are usually well dressed (sometimes bordering on metrosexual in the guys' cases) teenagers with "designer clothes" (read: anything that looks like it costs cheddar even if it doesn't), popularity, and who 'think they're perfect". Chances are, they'll either have good grades or okay grades, but they're plebs compared to you because "this is high school and no one even needs half a brain to pass", so clearly they're all stupid and inferior to you.
Preps are also likely to be in a lot of clubs, though they often wouldn't be found doing certain sports like football. Dance, cheerleading, tennis, track, lacrosse (especially), soccer, and baseball are where you'd find preps.
But basically, it's a very vague group, and recently, the new wave of teenaged idiots use it as a synonym for whoever they're jealous of as an excuse to hate them for "thinking they're better than me".
It's almost to the level of hating them for privilege, but generally the people that use the term can't comprehend privilege to call it that.

"Well-to-do" normal people.
The term originally was to mock preparatory school kids (like Wry said) but it evolved to cover anyone in a public school that seemed like they could fit into a country club.
