Aside from maybe the streaming-while-running-every-game-ever, the one I "built" a page or so back could do it. It's obviously not as HOLY FUCKING MACHO BATMAN as the $1300 one Panties is after, but it'll do fine for gaming and alt-tabbing over to a chat program. How long should a good battery last while using it for web browsing, no videos just forum sites and the like. No games and volume and brightness down 5/6? I hope this is enough info, i just wanna figure out so i can know, an im still knew to using a laptop.

I would love a 400 dollar computer that can do the shit I want to do, but I don't see it as very possible

Zang at that point you should be asking if there's anything it won't run smoothly
But really, the $413 computer I suggested should do everything fine, unless you're both livestreaming and running Skype's screen-broadcast-whatever thing at the same time.
And what's the point of using skype while gaming? Alt-tabbing over to such a clunky chat client is such a pain compared to just using the Steam overlay.
Also, to check, I'm going to see if my computer can handle live streaming, Skype, and Blur at the same time. If it can, there's no chance at all the one I suggested will give you any trouble.

Also for the ones who asked, you do pay income tax with every paycheck, usually automatically deducted, to state and federal. However, if you make less than $8000 in a fiscal year then when you file your tax return as a single zero (single, no dependents) then you get everything they took back.
And while this won't apply for a while yet, your return is classified as income. Meaning your tax return gets taxed come next year if you're over $8000. Adulthood is fun times isn't it?

That will run it smother than needed, its overkill, which is what I did. It is a bit pricey though, Think way before you buy, I got a laptop for $1000. that computer has a better processor(expected as its a desktop), less memory, more hard drive space, little better graphics card that is way overkill for now, its a beast, but expensive as hell for the mild boast in specs compared to some others you might find, for example my dad bought a desktop with about the same processor, more hard drive space, memory, and it comes with a monitor, which I didn't see listed in yours, but I could be wrong. I would keep looking.

My setup ran Blur, which is a moderately fancy game, at around 24 fps consistently while livestreaming, with some drops to 22 when there were explosions and shit.
My setup is, for reference:
AMD Athlon II X4 620 quad core 2.6 ghz
4GB DDR3 RAM
Asus Nvidia GeForce EN9500 GT (1GB DDR2 VRAM (incredibly shitty))
And everything I suggested will be much faster than this computer, so expect more than that even with the very lowest.
24 fps, down to 20 and still quite a bit lower, still looks very fluid to the human eye, for reference.
EDIT: Zang, reading the "expert reviews" on the one you want, I have to tell you that the first paragraph is pretty much complete bullshit.
Less expensive parts work fine, as long as you check that they are actually what you want.

I don't know about you but the minimum wage here is $9.75 and I would not bear working day and night for three months to save up for one thing.

Computer is dying a slow death. No idea how long it's going to last, and I've got the cheddar now, so it's a matter of convincing the parents I need a functioning computer for college.

Won't be a beast, but it should run one or two years of modern games (unless they come up with a new Crysis), maybe more if you don't mind the lowest settings FPS configs crap.

Fine with me. I'd be starting the backlog off with Oblivion anyway so there's several months easy. By the time I work through all the old stuff I should be set to upgrade for the current stuff.

I think going for all the shit in "exceptional" would be a good idea, since I am saving for a couple of months anyway.
