I thought I read earlier in the thread that the NDAA bill only affects non-citizens in America? And the fact of the matter remains that agencies in-line with NDAA do not have infinite resources. They can't monitor the entire Internet or the entire country. They have to focus their resources towards potential threats, because spreading resources too thin would cripple their reaction time in case something bad actually does happen.

I just don't understand why international authorities can't just shut down the Ppirate Bay. I mean, people KNOW about the website, and they know that it specializes in distributing content illegally, so why can't it be traced if it's such a "threat"?

That's what they did, the authorities in Sweden raided their servers in Stockholm. They just moved their servers somewhere else, rumor has it they even tried to buy their own island state. I don't know where they are right now, but probably somewhere where the authorities are unwilling to act against them.
Also, shutting down the Pirate Bay alone would accomplish nothing. There are dozens more websites that host torrents and shutting down one would just give opportunity for others to rise up.
