I think the problem is the "without trial" part. That negates the prerequisite, since no one is checking if it's actually met.

I still like how they stuck Obama in there for no good reason. It mentions him in like one sentence and they stick his picture in there like the whole bill was his idea.

Anything bad that happens during a president's term is entirely the president's fault. It's like all other branches of the government cease to exist.

Well, legislative is powerful, but ultimately the real power of laws are left in the hands of the judicial branch. They're the ones who decide whether a law is constitutional or not, and no one can override them.
