I found a different source that said they're currently researching whether he had diplomatic immunity at that time (I think the reason he wouldn't is because he is a German citizen). It also said the complaint was filed under concern of the Pope's safety.

The Senate passed the bill, but now the House has to pass it. And the Supreme court has to check to see if it violates the Constitution. And then if that all gets done, the President can still veto it.

We had a guy like that in Austin. He ran a limo service, and at the end of the night, after he made his trips, he'd pick up homeless people on the corners and take them to get something to eat.
But one night, he picked up a man at the corner, the guy pulled out a knife and killed him, tossed his body out of the car, and took off in the limo, hoping to get good cheddar for it.
It would be wonderful if this always worked out, but unfortunately, there are people in this world that prey on kindness such as this. :/
