No idea. Some would argue "so they don't get infected if they survive", but if it is a lethal injection, wouldn't an infection kind of be considered irrelevant, since if they survive you would just inject them again.

No, because a key is only a key if it can unlock something. Something can LOOK like your average key shape, but it doesn't fit in any lock at all, then it is not a key.
