I think it's been said that that is some kind of facility and the buzz sound and messages are to show they are still there. So if they ever stopped, whoever is in charge knows something is wrong. Or something like that.

The Goosebumps book with the monster teacher who eats students scared the holy mother of fuck out of me when I was 7.
