Yes it does. A wallpaper of a scene from a movie means they ripped it straight from the movie and blew it up. That's plagiarism.

Another thing, that isn't even close to a good size for a wallpaper. It's such a small image that it wouldn't look good as a wallpaper.

You do have a point there, most wallpaper sizes tend to go from 400x600 to 1060x1080.
