Torizo i've spent like 7 hours playing FFIV this week and my guys are only around level 25 at highest is this a bad thing

I can answer this one for you. No, it is not bad. It's a pretty average level to be at for 10-15 hours of FF4. (assuming you're playing the DS version and not counting Cecil's level drop.)

As long as you're level 35-40 by the time you enter the Tower of Babel/Babil, you're good.
