Think of it as a point system. You give points to people who have done something that you like, only the point system is ultimately meaningless, just like in Whose Line Is It Anyway?. It's a way of expressing approval using a system that's purely symbolic and has no actual bearing on your life.

It's basically giving kudos.

Because I originally use it in Wowhead, and I use it there because there is a limited amount of icons you can use there and I liked the orca one best.
