No, no. Firstly, it only applies to Irish. Secondly, it's not depending on how Irish you may be, but just that we are bloody fed up with there being 10 times the amount of people who call themselves Irish than there are in the actual flipping country!

If a man shoots a gun then the man is to blame.
If the bullet kills a person the man is to blame
If the gun was never invented, then there would be none to blame.
If the man who was shot was 'evil' then there be no need to blame.
If both men were unimportant then few would care who is to blame
If just one man was important many would care who is to blame.
If the mind of the man is corrupted by drugs, the drug is of blame.
If the man was righteous is his act, then why would there be a need of blame?
Why do we, as humans, need a blame?
Why must every act need an effect and a blame for said effect?
Why do we crave this knowledge, yet accept sub-par answers?
Why must we do anything, if we are all trying do achieve something?
The question what I'm asking you, in all honesty, is this.
