Or open the image in Paint. Make the canvas the size you want the avatar to be. Select the whole image, and slowly pull the corners of the square (of the tool, not the canvas) until you get the size you want.
Or you can use the Stretch/Skew option. Go to 'Image' and click on Stretch/Skew. In the box that says 'Stretch' you can type how much bigger or smaller you want the image to get. (Type 50 in the 'horizontal' box to make the image half as wide, and 50 in the 'vertical' box to make the image half as tall.)

Also, speaking of avatars, you should make yours a .gif, so it would have trasparent pixels instead of a HUEG WHITE BLOCK
