Sure it's, pretty dark and in bad taste, but it's also obviously not serious at all. A lot of people have said a lot worse in the name of much less obvious 'humor,' fame be damned.

In the wacky sense an article in Psycholofy Todaycsaid he was acting rationally for someone I his position. He's a dictator who rules through military might, the threats and dreams of glory are about the only way to inspire the people in his country and establish his role as guy with military.
