Grass is good for steamrolling through early game content when those generations have lots of water, ground and rock based stuff early on. (fuck yeah bulbasaur!)
Fire is good for those situations of steel, ice, bug and grass things. (usually later on)
Water is good because you WILL need to learn surf. NO EXCEPTIONS.

I usually have no need of a water pokemon for surfing because I always make Nidoking learn surf.
whatever current gen doesn't have any nidorans to catch? HACK IT IN!

I almost always get a gyarados so surf is of no concern.

I can't think of any Pokemon game where I didn't have a Rhydon that surfed me everywhere.
