I think my wording was a bit awkward too, but what I meant to say, is that critting for it is normal, and as such the damage it does is normal for that attack, even if it is critical.
And then my wording was probably still awkward.

I think he means that he feels like he never crits, because it's always doing critical damage, which would thus be it's normal damage.
