I agree with the creeper ratio being ridiculous. I am looking for a plugin that adjusts this in a simple way without hogging too much CPU, but it is difficult.

Depending on what theory you follow, no, as difficulty level has nothing to do with how many mobs of what type spawn. And a further note. Friendly mobs ONLY spawn on grass and at the block highest on the Y axis. That should help you people finding new mobs. Also look in newly generated areas for mob...

It says that the spawning mechanics were adjusted in 1.3. The ratio the mobs spawn at in the more difficult settings were changed. It does not mean that they spawn less passive mobs. For all we know, the comment refers to a change where every difficulty setting has the same amount of mobs. It is not...

It does not affect the ratio. It is a claim saying the mob ratio was adjusted for the harder modes. It is not saying that setting it to normal will change the ratio. That is also one of the things that depend on your GPU. Try as many different combinations as you can with the settings as the fog might be a reason you are lagging, but you might be lagging on far because of another setting.
