They do count. You can't just ignore Pokemon designs that are inconvenient for your own theories. Frillish, Litwick, Froslass, and Rotom are all cute atypical Ghosts, so why not Sylveon. It certainly has a rather ethereal appearance. Those all have some kind of special theme going with them though....
