He can't get a kill in if everyone has a vest or batarang either. So he'd want to get rid of the persons giving them away.

The serial killer is not on town's side. At best he's at a cease-fire with us. Getting rid of town power roles helps him just as much as it helps mafia. Especially as we get later into the game and more people already have a bulletproof vest / Batarang.
