A Modest Nature would be good if you want a Special sweeper. He'd need Thunder Wave, a good Psychic move, and two other Special attacks, preferably of different types.

Many of the legendaries aren't based on animals. Jirachi seems to be based on a shooting star, Deoxys has the best Pokemon origin ever, and who knows what the heck Heatran was supposed to be.
