I would try the monitor on a different computer first, or a different monitor on your card, or both if you can. that way you can definitively tell which one is messing up.

sounds like a virus. try a different antivirus? i've found that avg doesn't catch near enough as i feel it should. i use avast! and i've never had a problem with it, and it has a boot scan that catches tons of stuff the regular scan might not. you could also run a malwarebytes scan? or some similar ...
