It's NOT. I can download from anywhere and get those average speeds. Anywhere from steam to mediafire to a daisies torrent with proper seeders.

Try a internet speed test and show him the results. Then he can't say that it's just the site. That's the fucking thing sites like speedtest.net show about the normal speeds. If that's the case. Was having internet issues past few days it kept dipping in and out. So we called AT&T someone came today. I also brought up our shit speeds (We pay for 3mb/s whatever i download no matter the site. 250-300kb/s) The guy fixes the dipping issues his PC says were getting the full 3mb but i go on steam...
