You can't. With luck you can craft the Sticky and Rocket Jumpers or the Summer Reskins, but not Strange Weapons.

A refined is worth about $.75 it's pretty much the same in metal value for a key.

Use TF2 Trading Post. Keys are worth 2.66 refined

Solider is easy to design for and easy to make simple "balanced" weapons for.

Engie is a lot harder. And Valve says there are no real good packs for the engie that people made. Kinda BS there are a few good ones.
