Maybe it's a case of mistaken identity. Maybe part of the story is reports of a highly dangerous experimental Pokemon running around again and it turns out it's just an innocent Pokemon who just looks the part.

Hmmm...I wonder...maybe this isn't what it always looks like. What if it's an attempt to recreate legendary Pokemon? Maybe a species that has multiple forms, all of them poor attempts to recreate a Legendary. This is its Mewtwo form. Maybe the head handle is its distinguishing feature.

That saltwater engine that guy accidentally came up with a few years ago fascinates me on a destructive level. I wonder if the technique could be used to destroy harmful algae blooms like red tide. That's about the most constructive thing I could think to do with burning saltwater.
