Depends. Are you talking about a good Pokemon against AI or against players? Because Attract is utterly useless for the latter.

I played it a long time ago. But didn't really like it. I mean, the concept was good... but the actual gameplay element was rather badly done. It was very hard to tell which plant you were meant to transform into next, and it really came down to just trying everything. That's a bad game design right...
