I base that on three things:
1: Smugleaf has those things by its neck.
2: Smugleaf is a two-legged reptile.
3: Every grass starter Pokemon so far is based on a dinosaur*.
*Well, Venusaur is based on a Triassic-period non-dinosaur reptile. Close enough.
If it's gonna go the way of a dilophosaur, why not just start off with another lizard? Why go so far stressing something as a 'Grass Snake' when it clearly has arms and legs?
Reading into the contra-logic of what we currently know about Tsutaja, I think you're jumping the gun calling dilophosaur as a final form.
I have my own theories about where Tsutaja is going in terms of its evolution... but I'm gonna keep them to myself.
