AWKWARD ZOMBIE

Haven't watched the second one yet, but the first movie was re-used content from the TV series until the last 20-30 minutes for a beautiful new final boss battle.
I'd say watch the first part of the series, then the new end in the first movie, then move onto the second part.

They're not 100% the same as the series. Well, the first movie pretty much is the same, but the second movie changes some scenes and the final battle is different. (and it's fucking amazing)
Actually, the second movie's changes are good because it fixes a lot of the pacing issues the Anti-Spiral arc had.

Stuff does get cut out, mostly character development, which is unfortunate. Like, in the first movie, the introduction of Rossiu, Gimmy, Darry, and the Black Siblings is all done in a montage scene. And in the second movie Simon stopping Rossiu's attempted suicide is not as awesome.

The end of the first movie doesn't even cover the Spiral King's defeat, what the hell are you smoking.

It ends with a bad Power-Rangers mecha combination and no characterization for Viral, who became very interesting Post-8.

I will grant that Simon's speech is better.

See you say all these things but they don't help me figure out when I should actually watch the movie.

Read the book first.

Watch the first movie if you want to be quick about it. Watch the series if you want quality.

Only the second film's ending is mandatory viewing.

Also I guess you could watch the first movie if you are a fan of Kamina's booty, because it's featured rather prominently.
