He said he felt like the episode was just Uncle Grandpa jokes with the Steven Universe crew, instead of feeling like it had the ambiance of the two shows at once. He didn't say it wasn't a crossover, he said it felt like a badly-made crossover because it had more UG than SU in his eyes. It's really not hard to understand.

I'm fine with trans people, or even non-trans people that just feel like crossdressing, but...the town not find that situation funny is actually kind of out of character, especially for Lars.
Fact of the matter is, even if the other characters didn't laugh at it, Steven in the dress was a joke. A hilarious joke, but a joke nonetheless. And I assure you, if it wasn't the closing joke of the episode, people would be laughing. Lars would never let Steven live it down. Them not laughing is, at the most altruistic, not making your own characters laugh at your own jokes.
People acting like somehow RS and/or the crewniverse is either accepting or making fun of trans people are both completely wrong. Steven isn't trans or a crossdresser, or at least if he is, this isn't some unspoken conformation of it. It's just a young boy in a dress because that's funny.
