I got this on both my Dolphin browser and my phone's stock internet browser. Maybe it's only for those reading with smartphones? I have yet to try with my laptop or PC.
Also that Florida comic is accurate as hell. I remember when New York was freaking out over a little Cat 3. It was hilarious.
Edit: Nope, seems like that one pops up if you're using an "obscure" browser. Tried it with Opera, Netscape, and Safari; all brought up the picture.
