I got a perfect town once, by having a shitload of flowers everywhere. :B They were all either arranged in patterns (I had a giant peace symbol in the middle of town made of flowers) or around the sides of houses though, rather than placed everywhere nilly-willy. Was a real pain in the arse to go round and water them every day though.
