This actually can't be the truth. As a theory it dosen't hold up. Wily wants to take over the world, not stop robots from becoming too powerful.
He could be thinking he's doing the right thing but you can't paint him as a hero. He's not that deep. He wants to rule the world. He, on a regular basis, creates machines that have no purpose but to blow things up.
Hell, if you'll notice designs, when Wily uses Light's robots they tend to not be threatening, and their "weapons" can be used mostly as tools. Except Magma Man. I'm not sure what shooting fire helps.
When Wily does it? These are weapons. It's hard to find a tool that shoots sawblades at high speeds. Or throwing tomahawks. Or spinning fast enough to go through metal. Or even just shooting MISSILES.
Wily has no secondary ideals. He wants to world to follow him, and he will destroy anything in his way.

According to the article, he dosen't try to stop walking weapons, no. He instead controls them and attacks the world.Wily was utterly nonplussed by the short-sightedness of these machines' designs. A robot that could instantly generate powerful explosives? Another with massive shears that could cut through the densest of materials? These were walking weapons! How could Light be so foolish!?
And when that fails? He builds literal walking weapons.
All the while, trying to fight a protector that is actually fighting against what Wily is apparently not only fighting against but in his fight against it is CREATING it.
That's not trying to help the world.
This in particular happens TWICE. Megaman 1, and 9. The first time was just taking over their programming, but in 9 he actually has to TRICK the robots in order to do it.Most egregiously, no one seemed worried that Robot Master AI encryption was continually being broken.
And this is just completely wrong. Zero was created WITH the Zero Virus. bodaciously the virus that became the Maverick Virus. The virus that turns robots against humans.There was no more room for subtlety. He would construct a machine fueled entirely by hate and anger, a demon with the singular purpose of annihilating all other robots without pity or remorse. Wily's greatest creation would purge the world of the mechanical cancer through raw, unbridled power. Though the humans would never realize it, the android Zero would be their savior.
Some did it by choice, but the Sigma/Maverick Virus was what actually started the Maverick Wars.
So, Wily created a robot that was carrying a virus that made him want to destroy humans and sent him into an uncontrollable rage, in order to stop robots from wanting to destroy humans and go into an uncontrollable rage.
There are issues with continuity in that, not to mention the issues with basic logic.

Magnet Man is obviously the best Robot Master, I don't see how you can argue against that. He's magnetic, he wins by default.
Apart from that, Spring Man is up there too, considering that, well, he can be turned into an electromagnet by shooting him with Cloud Man's weapon. Pretty awesome.
