No, all three flames were already lit. Twinrova sacrificed themselves as a replacement for Zelda, since they failed to sacrifice her. Their effort to revive Ganon didn't work because they didn't sacrifice Zelda, not because the flame of despair wasn't lit.

Well then, that makes the linked game subplot even more idiotic considering it took putting two countries in turmoil to light the first two and kidnapping Zelda causes the third to light instantly because somehow everyone is despairing the fact that she was just kidnapped.

She wasn't even in Hyrule though.

And hell, the Goblin King kidnaps her in the linked game and no one gives a shit then. No Despair flames or anything else coming about except having to go over and kick that guy's booty to get her back.

Suddenly Twinrova touches her and it's the end of the world.

This is because the Mystical Seed of Coutrage was never released. Nintendo had a third linked game coming out that was set in Hyrule, but they had not the time or the resources to make the game a triple cover. Which is a shame, Id have loved to play it.
