Annie has a 625 AA range (the only champs that outrange that are Tristana after some levels, Caitlyn, Kog'Maw after some levels into W and Twitch with spray and pray), a stun of the same range and if you max her E, she basically gets a thornmail, allowing her to win almost any trade. There's a rhyme and reason to it, but it's still pretty gimmicky.

It's like brand ADC but better.

I remember doing AD annie in an aram and throwing fireballs for 200 dmg each. It was pretty funny, but still not as good as caitlyn's early game or tristanas lategame.

You know, there are certain enemies that it's scary to engage against. Some enemies you might be uncertain about whether or not you should engage against 1v1. But people, there's one enemy that you really don't ever need to worry about engaging 1v1.
