I can't handle playing with 14 FPS all the time. I don't even know what happened, and I've tried everything short of buying a whole new graphics card, but nothing is seeming to work. I've even reinstalled the whole freaking launcher. It used to be that I could get a steady 25-30 FPS.

Try turning off vertical sync and animated huds. You could also try turning down the settings in general.

when I turned off shadows my frame rate rose by a lot but it looks really weird so if you're willing to handle figures without shadows totally do that

You could get Wit's End, and even get a boost to magic resist, and some on-hit damage!
