Probably because no one plays Volibear. Why make a new skin for a champ no one uses? The panda look for Tibbers would've worked very good for Voli too, but, whelp.

And they are going in cronological order with the second skins for the 'new' champs, so it's going to take a LOT of time until we get a second skin for like, Nami, Thresh and Vi.

Voli's current pick rate is actually about as high as Annie's pick rate was pre-VU, which of course sent her pick rate skyrocketing and has been on a steady decline since.

If I'm jungling nowadays I always jungle Volibear because it's always fun to pop ghost and Q and then laugh as your target panics as a giant armored bear comes running at them from the bush they didn't ward
