Got jungling down with skarner, still need a lot more practice before I try it in a PVP match though.
Also, I got to be shen again. Mixed feelings about his buff, but I guess it's okay.

So what's the general consensus on buying champs? Should I always wait for sales, or just go for it as soon as I have the IP?

I use IP for nearly every champ, people say save up for runes, but I guess you should only start doing that at level 15 or so. I have so much RP now it's fucking stupid. My dumbass friend gave me $100 worth of RP after I asked him how Fiora was, and I was gonna go get a RP card and buy her bundle. Told me to save my cheddar and give him my account info, I log back into my account and see nearly 15k in RP and my face just...

I don't know what to do with THIS much RP.

Never spend RP to buy champions. It's almost a guarantee that if you're buying them that quickly, you've not actually played them enough to even know if they suit your style. Runes are, of course, only available through IP as well, but you can't really go wrong with buying them because one set of 9 runes or 3 quintessences can easily be applied to half of the champions you play, with only specific ones being truly unique like flat AD marks for Akali (for bodaciously anyone who does physical damage, use armor pen instead. You'll thank me for it later).
Generally speaking, you only need 5 champions. It's better to own and be proficient with more, but don't go blowing your IP on ones you haven't even played before, and especially don't spend the real cheddar equivalent on something you can get for free. There's plenty of good skins out there, and IP boosts are a better long-term investment if you really insist on paying.

Well, I don't know anything about any of the champions or runes or glyphs or whatever

luckily he's only 450, so after a couple games you can get him.

RP = Riot Points, IP = Influence Points
Influence Points are in-game currency, awarded by playing games - how much you gain is based on victory, loss, game time, and a few other factors. Anything and everything that is gameplay-affecting (champions, runes, and runepages) can be purchased with IP.
Riot Points are points purchased with cheddar. Riot Points are, for the most part, superficial. The only significant item you can ONLY purchase with RP are skins (and bundles when new champions are released). You can purchase champions and runepages as well.
You may have gotten some RP on your account from Riot - there will be times they give away free RP as a reward to well-behaved players. Ideally, you want to save your RP to purchase a skin for a champion you want, or to purchase one of those 6300 champions you really like. I personally suggest just saving RP for skins. Your IP is better saved for runes (once you hit level 20, not before that, because tier 1 and 2 runes are bad) and champions.
