Last I was around people were really kind and helpful to those who asked for assistance, and there were plenty of people going about with their own role playing that seemed normal enough. I don't spend much time in Goldshire as it is, so I wouldn't have known.

Gnomish focusing ray I think it is called. Something like that.

It doesn't do anything. Just one of those silly things blizzard added.
