Actually Squeenix got the idea for Biggs and Wedge from Star Wars. But I don't remember anymore why they kept bringing up characters named like this.

Kind of a runing gag in the FF series. I believere Biggs and Wedge were in every FF game (in the mains series at least) since FFVI. There is a Cid in every FF game also (in the remake of FFI he's just mentioned).
But the ones in FFVIII were quite funny indeed - especially when you last meet them in Lunatic Pandora.
