I'm not sure whether it's free or not on the PC, but pretty much all of the time, Microsoft (Sony?) forces companies to charge for dlc the company itself would release for free. Happens with games too, ODST for example - Bungie said it wouldn't be sold for a full price, but Microsoft said nooooooo.
