In Oblivion, myyyyy thieves guild quest is broken for some reason. The other thief-in-training who is supposed to be there for the first part never shows up.

In Oblivion, myyyyy thieves guild quest is broken for some reason. The other thief-in-training who is supposed to be there for the first part never shows up.

Reload previous saves and stuff. You can also use the console to force quests in to the next stage or completion, but use that as a last measure as it may come back to bite you in the booty (when you don't have items you're supposed to have and stuff).
