Hokay, so. Whenever my net's been down and I've tried to start steam, it goes bluh bluh can't find connection, retry or start in offline mode. So I click offline mode, but whenever I do it says steam is unable to connect bluh bluh there may be a problem with the internet connection or the steam servers.

So how do I fix this.
