A great game is one that can be enjoyed by almost everyone, it's a classic, you have to try it out etc. Of course some people just don't like a certain genre, so I said that a great game is one that can be recommended to anyone with at least a remote interest in the genre, or perhaps even used to introduce someone to a certain genre.
Now I must add that there are some games who only cater to the hardcore fans and exceed at that, and those are exceptional games in their own right, but I think we can agree CoD isn't one of those? I'd say it's main audience is the "casual" FPS player.
Now I wouldn't give MW3 a near-perfect score, since I wouldn't recommend it to a friend interested in FPS's, unless they hadn't played MW2 before. Because in my opinion, MW3 does not have such a vastly different experience from MW2 that it warrants another 60$ purchase.
A game that rehashes another game, whether it's made by the same developers or not, shouldn't be rewarded with a (near)perfect score. We should reserve critical acclaim for games that innovate, since innovation will drive the game industry forward, rather than let it stagnate.
Of course, the above is all just my opinion, and I'm nothing more than an amateur on the subject. My original post was intended more as an inquiry than a blame.

Keep in mind while searching your perfect game, that there is such a thing as a subjectivity. While a game maybe perfect for you, it may be lacking for others.
