They are the greatest gym leaders in the entire history of the Pokemon series.
Tate and Liza.
They were utterly pathetic in Ruby and Sapphire though. They only had two Pokemon (not each, two Pokemon combined), and both off them had the same 6 weaknesses! It was quite easy to defeat their entire team with a single Surf or two!

They got much better in Emerald.

By "much better" you mean "much harder to beat."
Like holy I cower in fear whenever I hear their names.
Worse yet, my strategy of letting Gardevoir buff up then oneshot the whole Gym won't work with them

I don't cower in fear.
I fish up a Sharpedo, catch it, and then destroy the gym.
But they're really fun Gym Leaders.

I don't recall ever having any difficulty with Tate and Liza tbh.
Probably anything with the move Crunch destroyed them, which is a move I always try to have in my party.
In R/S/E it was probably a Seviper.
Yeah, I'll put type-disadvantaged Pokemon against gym leaders...
And I'll win.

I train all my Pokemon to be speedy, and I catch speedy Pokemon.
That helps when it comes to battling with a type disadvantage, but an attack type advantage.

My first fight against Liza and Tate in emerald was with a team of: Swampert, Breloom, Torkoal, Vibrava, Weezing, Magneton
Earthquake and Psychic were not friendly to me.

Tackle, Surf, Mud Slap, Water Gun
(I accidentally replaced Mud Shot instead of Mud Slap T_T)
And then I'm gonna get a Vulpix and name it Unbalanced.

(Just an FYI, I have a female Gulpin named Bacon. I only caught her so I could use Rock Smash.)

As for Tate and Liza, the game practically throws advantageous Pokemon at you.
Solrock and Lunatone are part Rock-type. Mossdeep is an island. Fish for something good. Their main weakness, Dark-type, was presented to you at the beginning of the game.
I'm not saying Poochyena and Mightyena are great (I think they suck), but they're options.
And I got my booty handed to me by Tate and Liza in my first battle with them. Back then I only trained one Pokemon, my starter.
Blaziken aren't good with Psychic Pokemon.
