Looks more like it's part of it's armor as opposed to being a frill. Dialgia is the king of frills.
Look at him and all his frillyness!

Palkia is kinda frilly too.

There's nothing wrong with bells and whistles, but I feel like it's getting obsessive. Ho-oh and Lugia are good examples; they're simple but still majestic.
[5:06:23 PM] Yeili: this is kind of cool, i've beaten a murderer in mario party.

I always really liked Groudon and Kyogre. I do agree that they have very intricate designs, but I always assumed it was because they represented things that were like really vast and important. Gen III sort of introduced the idea behind pokemon that were the manifestation of things. Ho-oh and Lugia came close but they were apparently just "guardians" of sky and sea.

But look at Groudon, he is so cool. The vast redness of an earthy continent, and the glowing blue markings that represent rivers and streams. Everything about him just works.

Palkia is still a dick though lol
please stop that right now

Well, in my opinion. Ho-Oh is kinda like the god of rebirth and Lugia is the guardian of the sea.
I agree about Palkia... >_>'

Well let's see, let me explain my reasoning. Ho-Oh is a phoenix and a phoenix is a sign of resurrection and rebirth. Ho-Oh gave new life back to the three legendary beasts who were killed in the tower fire.
An egg is a sign of rebirth and fertility. Which is why during Easter the main symbols you see are eggs and rabbits (hint: what rabbit good at doing) and they were also pagan symbols of the spring equinox.

Also Ho-Oh is carrying the Sacred Ash which revives all fainted pokemon in your party and brings them up to max HP
