Feraligatr's attack stat is a considerable deal higher than its special attack, so ice punch is generally a better choice.
Not even Ice Punch, if you dont feel like breeding for it it learns Ice Fang naturally and thats only a few points weaker.

The thing is, my Feraligatr's Attack is only about 20-ish points higher than its Special Attack (apparently I got a Totodile with a minus Attack nature, hurp-a durp). Is that enough to get an attack with 65 power as strong as one with 95? :B
