Some are annoying, but most are doable if you have the skill.
The devil is horrible though.
I wish practice mode would let you pick specific assist trophies/pokemon to test with (or better yet, item switch for them, if only in that mode).

Just throwing in my 2 cents here:
1 cent: I went to a tournament that had Smash Balls on once. The rounds were best of three fights (with three stock in each fight). If you took a Smash Ball, you could use it only ONCE during any of those three matches. So, if you used it in Fight 1, your opponent basically had free reign to use theirs whenever they wanted during Fights 2 and 3. If you tried to take the Smash Ball to prevent them from having it, then you basically forfeited your B special (and if you accidentally set it off, then you were disqualified). It was interesting, as you had to decide whether you were willing to let your opponent get in a final smash, or if you were desperate enough to need it yourself. I feel like it was a mix of what the two main sides here are putting forth: item-less skill (most of the match) plus the skill of deliberating how and when to go for, use, or block your opponent from using the smash ball.
2 cents: A friend of mine went to a tournament with limited items on. I don't know the exact roster, but it removed anything that could explode (including containers/capsules), anything random (Pokéballs, trophies), and any "status effects" (mushroom, star). Basically, anything basic and bludgeoning was allowed.
Anyway, during one of her matches, a Mr. Saturn spawned. She picked it up and threw it at her opponent. The opponent shielded (what most high level players do to block thrown items) and was completely incredulous when his shield shattered. At the time, not a lot of people were aware that if you smash throw a Saturn as opposed to normal throwing it, it instantly breaks your opponent's shield regardless of how much shield strength is left. Her opponent was dizzied, and she just strolled up, charged a smash, and knocked him out of the park for a win.
I think this example fits a little better with what DnD was trying to say. Having skill with items would mean that you would know what properties the Saturn had, and knowing that unlike other items you should approach it differently. It wasn't "cheap" because there were ways to avoid it (dodging, catching the Saturn, or blocking it with an attack), and picking up the Saturn isn't an instant win for either side (unlike, say, a bomb, or a fan).
Before anyone says anything, both sides are legitimate playstyles and I support both. I just thought I'd provide some firsthand details since everyone seems to be speaking in hypotheticals here.

It depends on the situation I think since side-dodging a projectile leaves you with longer recovery frames, opening you up to further attacks.

If powershield is another term for perfect shielding, then I don't know. I would assume yes though.

Hammers can cause as many self-destructs as they do KOs - and they don't really make somebody invulnerable. I played against people who used items all the time and we mostly left Hammers alone when they spawned because more often than not you're backing yourself into a corner by picking up a Hammer (limited to one jump, no guard, etc) - especially in 1-on-1 situations. Hammers are really only worth risking if you're in a 3 or 4-way brawl.
The only item there that doesn't really have a downside is the Starman - all the others have exploitable elements/risks to them. Even then you can just dodge and avoid when the Starman music plays.

Woah it's like it's just my opinion and your opinion dude trippy
I never said these weren't fun, but I don't think they'd be fair or, on the other end of the spectrum, useful in competitive play. Not to mention some of them have random effects. Maybe keep the Maxim Tomato to have healing items worth going for, since food heals very little, but then again 50% is a looot.
